API - выдает success при завершении по превышению попыток

Собственно вопрос почему так? По логике если задача не была завершена и закончилось количество попыток должен success 0 возваращаться а возвращается 1. Пример:

Подскажите пожалуйста как можно формат результата для api менять. Где почитать?
